Founded in Grand Prairie, TX, Sandra’s journey in the business industry revealed a critical need for enhanced financial literacy among minority entrepreneurs and taxpayers.
Enter Jocelyn Bivens, our CEO in Dallas. Having spent nearly a decade under Sandra’s mentorship and guidance, Jocelyn brings a wealth of knowledge and dedication to our team. Inspired by Sandra’s teachings and driven by a desire to serve the thriving community of minority entrepreneurs in Dallas, Jocelyn took the bold step of establishing our franchise in the heart of the city.

Jocelyn Bivens-Márquez
Jocelyn Bivens-Márquez, born in El Salvador and raised in Dallas, Texas, is fluent in both English and Spanish. She graduated with honors from college, earning a two-year scholarship to the Tarrant County College District, where she completed her associate degree while still in high school.
Currently pursuing a Master’s in Finance at the University of North Texas, Jocelyn is dedicated to expanding her expertise. With over 6 years of experience at Qualitax, she specializes in conversing with the IRS, personal tax preparation, and drafting personal and business contracts. Jocelyn is also actively involved in the process of creating LLCs.
Passionate about empowering small businesses, Jocelyn’s focus extends beyond her academic pursuits, as she continues to advocate for growth opportunities within the community.

Cameron Bivens
Cameron Bivens, a Dallas native, boasts a remarkable journey marked by achievements and dedication. A standout high school athlete at Allen High School, Cameron transitioned seamlessly into academia, excelling at Texas Lutheran College.
Graduating with a bachelor’s degree in accounting, Cameron’s exceptional performance earned him more than just a diploma—he graduated college with a coveted offer from Ernst and Young, one of the world’s top three accounting firms. Over the course of three years at Ernst and Young, Cameron specialized in bank testing and construction accounting, solidifying his expertise in the field.
Cameron’s extensive background in top-tier accounting firms brings a wealth of knowledge and insight to Qualitax clients. His experience in areas such as bank testing and construction accounting ensures that Qualitax’s clients receive the highest level of expertise and service. By pursuing his Enrolled Agent license, Cameron is further enhancing his ability to provide tailored solutions and support to Qualitax’s valued clientele.

Sandra Portales
With more than 10 years in the industry, Sandra Portales has served individuals and companies by offering accounting solutions to entrepreneurs, investors, and individuals.
She has a Bachelor of Accounting from Texas A&M International University and a Master of Accounting from the University of Dallas. As a businesswoman, she has an important track record, she leads two non-profits: Business Development in Texas (DET) and Poder Latino Unidos Por Siempre (PLUS).
Sandra greatly enjoys working with those who have businesses, helping them achieve their business goals. She is passionate about developing and creating unique ideas for individuals and companies. Her specialties are accounting and tax registration solutions.
